Re-thinking web search: Laying the foundations for a value-based open internet search and an open web index

Search engines have become an integral part of our everyday lives. However, web search poses numerous problems, including a monopolised market, lack of transparency and privacy, ethical and geopolitical risks, amplified by AI. Diversity of information as a cornerstone of democracy is at risk.

At CAIS, we will be researching and analysing ethical issues surrounding internet search. To this end, we will draw on previous findings from the Open Search Foundation’s Ethics Expert Group as well as interim results from the EU project OpenWebSearch.EU. The latter is currently developing a prototype for an open web index that will, based on humanistic values, open up the market for a large number of new search engines and services and provide the database for European AI models.

The results of the workshop will lead to an ethical framework and requirements for internet search, value-orientated guidelines for the use of an Open Web Index and joint publications.
