Invisibilities of e-electoral campaigns, what regulatory framework?
Electoral campaigns are strictly circumscribed by law, to ensure a fair competition of candidates through a pluralistic public debate on political programmes. However, recent revelations concerning the use of non-public means of digital political communication might lead to a reconsideration of the existing regulatory framework. Such means include in particular individualized political messages based on psychological profiling of voters and disinformation spread, notably via interindividual and group messaging services. If they represent a major part of electoral communication, free and equal elections might be threatened.
The aims of the proposed interdisciplinary research in cooperation with Nina Santos, Ph.D. in communication science, are:
(1) to raise the awareness of researchers, policy makers and the general public of these new invisibilities in e-electoral campaigns,
(2) to study its possible scope of impact and implications,
(3) to propose a possible legal and organizational framework based on the right to informational self-determination.
