From March 18 to 19, 2026, the 14th Congress of the German IT Planning Council will take place in Rostock-Warnemünde, hosted by the state of Mecklenburg-Western Pomerania. Representatives from the federal government, states, municipalities, academia, and technology sectors will discuss the modernization of administration and the further development of the federal digital strategy. Under the motto “Digital Horizons – Setting the Course Together for Tomorrow,” the congress will explore how to create a modern, efficient, and user-friendly administration that meets the expectations of citizens and businesses. The focus will be on technological developments, standards, processes, and partnerships for a strong digital administration within the federal system.
CAIS researcher Prof. Christoph Bieber, head of the CAIS research program “Digital Democratic Innovations,” will take part in the panel discussion “Autopilot in the Office? AI Between Efficiency Gains, Responsibility, and Legitimacy” on March 19. Other participants include Katja Kümmel, Head of Division at the Ministry of Economics, Energy, Transport, Housing, and Rural Affairs of the State of Hesse. The discussion will take place from 10:20 to 11:00 a.m. in the Ballroom (ground floor) of the Yachthafenresidenz Hohe Düne in Rostock-Warnemünde.
