
The idea sounds tempting: data is collected, evaluated and used for urban development and political control in different areas. Whether it’s traffic routing, noise pollution or improving the climate – the collection and evaluation of data makes many things seem controllable and better designed.
At second glance, however, there are unanswered questions and gaps in the implementation. How exactly does the data get into the city? Which data is relevant at all? What happens to it and how does it become a good basis for urban policy? What role do companies, administration and civil society initiatives play? Does the data become part of a political debate?
Furthermore, it is questionable who actually owns the data generated by citizens, companies or organisations in a city. The question of digital self-determination also arises in the context of a smart city.
We will discuss the opportunities and challenges of smart city projects, but also the question of how they can actually be investigated, with:
