How AI is Negotiated in the Bundestag – Political Narratives Between Aspiration and Reality

Anne Goldmann will present her research on the political discourse surrounding artificial intelligence in the German Bundestag from July 2 to 4, 2025, at this year’s International Conference on Public Policy (ICPP7) in Chiang Mai.

The seventh International Conference on Public Policy (ICPP7) will take place from July 2 to 4, 2025, in Chiang Mai, Thailand. This renowned conference brings together scholars and professionals from around the world and covers a wide range of topics in contemporary political science – from theoretical and methodological approaches to empirically driven research questions.

Anne Goldmann will present her research titled “Narrating AI Regulation in Germany: Stories of an Emerging Technology in the Bundestag (2017–2025)” within Theme 15, “Science and Technology Policy,” on the panel “Regulating AI: Governance Challenges and Policy Implications.” Her focus is on the political discourse around artificial intelligence in the German Bundestag.

The study is based on the Narrative Policy Framework (NPF) and includes a comprehensive analysis of plenary debates on AI from 2017 to 2025. It reveals that, despite technological advances and growing public attention, the 2017–2021 legislative period saw significantly more AI-related activity in the Bundestag than the current 2021–2025 term. The preliminary findings raise questions about a possible mismatch between political attention and technological development, as well as a potential shift in significance from the national to the European level.
