Lunch talk on the organization of the 2025 federal election

In his lecture on June 3 at the University of Münster, Christoph Bieber presents the results of a survey of election officials regarding the organization of the 2025 federal election. Building on the experiences with the real-world laboratory in the PopCICL project, he discusses the possibility of creating a similar environment to develop a prototype for an innovative election procedure.

On Tuesday, June 3, 2025, CAIS researcher Prof. Christof Bieber will be a guest at the Lunch Talk of the Institute for Geoinformatics at the University of Münster. In his lecture as part of the GI-Forum (Geoinformatics Forum), he will address the organizational challenges of the upcoming federal election — and innovative approaches for a future-proof election process.

Under the title “The Organisation of the German Bundestagswahl 2025: From Diagnosis to Makeover,” Christoph Bieber discusses the particular challenges arising from recent political developments: the collapse of the traffic light coalition, the subsequent vote of confidence, and the dissolution of the Bundestag posed entirely new tasks for those responsible for organizing the federal election.

Although shortening the election campaign was frequently discussed, many central questions regarding preparation and execution remained largely unaddressed for a long time. In his talk, Christoph Bieber will present the results of a recent survey of election officials about the organization of the election process. Initial assessments from municipalities on key aspects of election management were collected around the themes of communication, logistics, resources, and costs. Two areas stand out in particular: on the one hand, the establishment of so-called direct voting offices for “local postal voting,” and on the other, the significant logistical challenges of conducting the federal election for Germans living abroad.
