Results on digital counsil systems at the DVPW conference

Anouk Cenan and Prof Dr Christoph Bieber present their study on digital council systems at the DVPW conference "Das Superkommunalwahljahr 2024 and beyond" in Duisburg.

On 4 and 5 July 2024, the conference “Das Superkommunalwahljahr 2024 and beyond: Herausforderungen und Perspektiven für die lokale Demokratie in Deutschland” will take place in Duisburg, organised by the DVPW section “Regierungssysteme und Regieren in der BRD”. As part of this conference, Anouk Cenan and Prof Dr Christoph Bieber will present the results of their study on “Digital Council Systems”.

The analysis, which is based on data from 73 local authorities in North Rhine-Westphalia, shows how digital tools are used in practice and what influence they have on administration and policy-making at local level. Council information systems have now become standard in municipal practice. Nevertheless, the study also shows a reluctance to implement further digital innovations in local politics. A complete shift of council meetings to the digital space has not yet taken place in current usage practice and a direct link to election campaigns cannot be assumed.

The conference offers a platform for dialogue on the current challenges and prospects for local democracy in Germany and highlights the importance of digital innovations for the future of local politics.
