In his paper “The Phase Model of Misinformation Interventions”, Prof. Hendrik Heuer, Head of the CAIS Research Program “Desig of Trustworthy Artificial Intelligence”, delivers the first systematic interdisciplinary investigation of technical and non-technical measures against misinformation. To this end, he combines interviews and a survey to understand which interventions are recommended by various academic disciplines and supported by experts.
The analysis shows that four measures are supported by more than two-thirds of the experts: promoting media literacy, education in schools and universities, and supporting independent research into claims and sources. The deletion of misinformation is the most controversial measure among international experts. Hendrik Heuer discusses the potentials and risks of all measures. The presented phase model illustrates how interventions can be aligned across different phases and provides practitioners with guidance to make informed decisions about which interventions to use and how to combine them effectively.

The graphic shows which interventions can target misinformation in three phases (before creation, before detection, after detection), categorized by type (Educating, Labeling, Providing Evidence, Deleting) and by expert agreement. | Hendrik Heuer, 2025.
