What does it mean when MPs can no longer meet in times of war and parliaments only remain able to function at all under adverse conditions? The example of the Ukrainian Verkhovna Rada shows that forms of digital communication offer an alternative here. Does this also change the parliamentary culture, which is supposed to represent an open, visible “res publica”?
